UN Security Council - It has responsibility of  maintaining peace  and security among countries.

Other Organs of UN can only make recommendations to member Countries

BUT

Security Council has the power to make binding decisions that member states have to agreed to carry out under charter  Article 25.

15 member states ==>   5 Permanent + 1 non-permanent

 5 permanent states are France, USA, Russia, Britain, China
